A Ph.D. in Mathematics in the area of operations research, Dr. Subhash Chandra Pandey has deep interest in data science and technology applied to governance and business and has himself been involved in developing IT systems and in training for audit of IT systems. He has been following up developments in fiscal transparency since 1999 when he was a permanent invitee to the Advisory Group on Fiscal Transparency and the nodal officer from the Ministry of Finance to interact with the Mission from International Monetary Fund. He has also followed up connected developments in national income accounts and financial sector disclosure norms and associated data science.
He worked in the Ministry of Finance for 10 years as Deputy Secretary/Director/OSD during 1994 to 2007 handling budget and expenditure management. In 1999, he took the initiative to start work on the historic Fiscal Responsibility and Budget Management Act and oversaw initial years of the implementation of the Act.During this eventful stint, he handled diverse subjects like preparation of budgets; re-appropriations and supplementary demands for grants; Government borrowings and guarantees; Small Savings; Tax devolution to States; Centre’s consent for States’ borrowings; Resources for annual and 5 year Plans, Defence Plan; Budgets of States under President’s Rule; Matters relating to CGA and C&AG; Capital restructuring; review of schemes under zero based budgeting; non tax receipts like dividends, RBI profits, telecom license, disinvestment etc.; 10th, 11th,and 12th Finance Commissions; 11th and 12th Five Year Plans etc.
He has 8 years’ experience of working with Ministries of Defence, Commerce and Industry, Heavy Industry & Public Enterprises, and Textiles, working on various aspects of business ecosystem – innovation, R&D, manufacturing, trade, investment and financing, G2B interface, schemes for business and industrial promotion, management of public sector enterprises andpublic procurement. He has been government nominee Director on the Board of several companies including BHEL, BEML, HSL, HMT, NTC, STC, MMTC, ITPO and Governing Councils of R&D and Consultancy Institutions like NPC, NCCBM, CPPRI, CMTI, and ARAI.He has been closely involved in programmes like the Ease of Doing Business, Startup India, Make in India and in the formulation of draft Industrial Policy.
He also served as Treasury Consultant to Government of Antigua and Barbuda for 3 years advising the government on budget and accounts, designing computerized accounting system as well as assisting in tax audit of companies.
