Dr Rattan Chand is a former senior bureaucrat who has served Government of India in various capacitiesduring 1982 and 2015. Apart from Government of India, he has also been a resource person to may organizations including USAID, World Bank, United Nations, World Health Organization etc.
As Chief Director, in the Ministry of Health and Family Welfare, he was responsible for Monitoring and evaluation activities and during his tenure, a web based Health Management Information System (HMIS) was developed and operationalized to ensure efficient flow and use of information at various levels in the country. Annual Health Surveys and District Level Household Surveys were conducted to assess the services’utilization under various health program. He contributed significantly to the launch of the fourth round of the country-wide National Family Health Survey.Using information from the HMIS and various surveys, districts in the states / country were ranked and poor performing districts identified for better targeting the National Health programs.
A‘Guide to Government Budget Analysis and Preparation of Accounts’ was developed in his tenure as Deputy Director General in National Accounts Division, Ministry of Statistics and Program Implementation,
As Director (PNDT) in the Ministry of Health and Family Welfare, he coordinated with all major stakeholders to prevent female feticide and improve the sex ratio at birth in the country. For the first time, an annual report on the program was released and a website was developed.
While holding the positions of Joint Director and Director in the National Sample Survey Organization, he handled important work of survey of unorganized sector enterprises and drafted the first ever survey report on ‘Informal Sector in India’.
He was instrumental in introducinga system of the National Seminars on survey results for better dissemination of the results. As Deputy Director, Ministry of Health and Family Welfare, ‘Bulletin on Rural Health Statistics’ was reorganized and issued regularly. While working as Assistant Director, Ministry of Health and Family Welfare he reviewed and revised the monitoring system to get relevant information for program management to help the senior management to make evidence based decisions and policies.
During his career he has contributed to large number of official reports / publications.
