Dr. Mridul Saggar has been a central banker for three decades.He has varied experience in various fields related to macroeconomics, monetary policy, financial markets, international financial architecture, global financial regulatory reforms and national income accounting. He is currently the Executive Director at the Reserve Bank of India. He oversees the functioning of the Monetary Policy Department (MPD), Department of Economic & Policy Research (DEPR) and Strategic Research Unit (SRU) of the central bank.As part of the senior management of the Bank he interfaces with the Bank’s Central Board on relevant policy and operational issues.
In past, he had also served as Head of the International Department of the Reserve Bank with responsibilities that included international financial architecture and global financial regulatory reform issues besides central bank swap. He had been in senior positions in the Bank’s (a) Financial Market Department (FMD) with responsibilities for the market operations by the Bank, (b) MPD to help in monetary policy formulation and (c) DEPR to further economic analysis with responsibilities for bank’s various publications.
He has also served on various governmental committees and Expert Groups that include those of the Ministry of Finance, Ministry of Commerce, Ministry of Statistics and Programme implementation and Planning Commission (now Niti Aayog), besides advising Ministry of External Affairs on matters of international financial diplomacy. He was Member Secretary of the Working Group on Savings for the Ninth Five Year Plan. He had also been on the Cotton Advisory Board (CAB) of the Government of India.He is also on Advisory Committee of the International Institute of Banking and Finance for his expertise in BFSI space.
Dr. Saggar has represented India in senior capacity at various international bodies like the Bank for International Settlements (BIS), Financial Stability Board (FSB), International Monetary Fund (IMF), OECD, G20, BRICS and SAARC. These include speaking on behalf of the country at the G20 Finance Ministers and Central Bank Governors (FMCBG) and Deputies meetings, G20 International Financial Architecture (IFA), Infrastructure Working Group (IWG) and Framework Working Group (FWG) meetings; besides attending Governor’s bi-monthly and Board of Governorsmeetings at the BIS and the Annual and spring meetings of the IMF.
During 2008-10, he had a stint as Chief Economist of Kotak and served investors all over the globe. He has also participated in several debates on financial news channels.
He is a distinguished researcher with over 50published articles in magazines and professional referred journals. He has delivered guest lectures at several central banks and academic institutions in various parts of the world.
