Dr.Gulab Singh is a formerstaff member of the United Nations Statistics Division (UNSD), New York. He has worked mainly on methodological issues relating to National Accounts. He has contributed issue/agenda papers relating to the revision of 1993 System of National Accounts (SNA). He has drafted the document “International Recommendations for Industrial Statistics 2008”. He has organised and delivered several workshops in collaboration with the United Nations Regional Commissions, as a part of statistical capacity building of countries on implementation of 2008 SNA recommendations. He ledthe ‘Evidence and Data for Gender Equality (EDGE) Project’ with a view to develop international guidelines on measuring individual level asset ownership and entrepreneurship from a gender perspective.
Before joining the UNSD, he served as Director with the National Accounts Statistics Division of the National Statistical Organization, Ministry of Statistics and Programme Implementation, Government of India. As a member of the Indian Statistical Service, he served in various capacities for over 24 years in several Ministries/Departments of the Government of India.
He has published over 55 research papers, mainly on National Accounts Statistics and Design of Experiment, in reputed national/international Journals. He has contributed material/chapters in international Manuals/books, and official publications including the ILO manual on “Measuring Informality: A Statistical Manualon the Informal Sector and Informal Employment” and the United Nations “Guidelines for Producing Statistics on Asset Ownership from a Gender Perspective”.
Since 2016 he has been an independent international consultant on national accounts and economic Statistics.
