Dr. Kulshreshtha is a former Higher Administrative Grade (HAG) officer of “Indian Statistical Service (ISS) with a proven track record of rich and wide experience in various fields of official statistics in Government for over 32 years.Hehad been with Central StatisticalOrganisation, India, serving in different capacities and specialized in National Accounts Statistics. He also held the position of Lecturer/Statistician in U N SIAP, Chiba, Japan[2004-2008] and organised Training Programmesteaching National Accounts. Since 2009 he has been an independent international consultant on National Accounts Statistics and has guided official statisticians in Bangladesh, Bhutan, Jordan, and Philippines on their National Accounts and Input-Output Transactions Tables.

During last fifty years he has published more than one hundred research papers and also contributed chapters in books/ international Manuals, Training manuals and official publications. He is currently member of Government of India constituted Advisory Committee on National Accounts, Committee on Sub-National Accounts and Committee on Gross Domestic Knowledge Product. He has been member of Working Group on Producer Price Index, Working Group on 73^rdRound NSSO, Co-Chairman of NSC Committee on Real Sector and Chairman of Sub-Committee on Services Sector.

As member of the Advisory Expert Group to the Inter Secretariat Working Group on National Accounts (comprising EUROSTAT, IMF, OECD, UN, and World Bank) who updated the 1993 SNA to 2008 SNA, he contributed agenda paper on ‘Treatment of Informal Sector Financial Activities in SNA’ which was adopted in the System to take care of the situation requirement of developing countries. He has been member of several Advisory Committees/ Working Groups of GOI. He advised/ guided CSO as Chairman of the Sub-Committee on SNA to implement 2008 SNA recommendations and later on the construction of Supply and Use Tables. He has contributed several papers on implementation of 2008 SNA recommendations, besides conducting UNSIAP Regional Training Programs on 2008 SNA.

The ISAS has honored Dr. A.C. Kulshreshtha with its most prestigious SANKHYIKI BHUSHAN Award in 2015.He is recipient of the National Award in Statistics from MOSPI, GOIin 2020. Also he is Fellow of National Academy of Agricultural Sciences.
