Dilip Kumar Sinha is an Indian Statistical Service officer of 1999 batch. He is presently posted as Deputy Director General in the National Accounts Division of the Ministry of Statistics and Programme Implementation. He has working experience of about 22 years in the area of official statistics, including ten and two years’ experience in the fields of price statistics and national accounts respectively.

He was deeply involved in launching General Consumer Price Index in India in 2011. Subsequently, he carried out the Base Revision of CPI, by incorporating internationally recommended methodology and putting necessary methodological documents in public domain. Apart from CPI, he managed all the activities of International Comparison Programme (ICP) managed by the World Bank. He served as a member of Task Forces of the Technical Advisory Board, chaired by the Nobel Laureate Sir Angus Deaton, of ICP 2017 cycle and contributed in drafting a publication of the World Bank titled ‘A Guide to the Integration of Consumer Price Index (CPI) and International Comparison Programme (ICP) Production Activities’. He also worked as Chairman of the Sub-Group on Service Price Index, with members from Central Bank (RBI), CRISIL, State Bank of India and other eminent experts; and as a member of the Sub-Group on Analytical and Conceptual Issues for Base Revision of Whole Sale Price Index (WPI) in India. He was instrumental in developing the concept and implementation plan for compilation of Sub-national PPP by different countries.

While working in National Accounts Division, he has been associated with preparation of Supply and Use Table and computation of national accounts estimates of Agriculture and allied sector.

He has authored and co-authored nine technical papers on methodology, use and analysis of price and national accounts statistics.
