Dr. A. C. Kulshreshtha possesses degrees of M. Stat, M.Sc. (Agric. Statist.) and Ph.D. in Statistics. He began his career as lecturer in statistics in 1969 and joined the Indian Statistical Service in 1972 (Toper of the batch), served for 32 years at various positions up to Additional Director General, CSO. In 2004 he joined UN Statistical Institute for Asia and the Pacific (SIAP) at Japan as Statistician and separated in 2008. Since then, he has been an independent international consultant on National Accounts Statistics and has guided / trained official statisticians in Bangladesh, Bhutan, Brunei, Islamic Republic of Iran, Indonesia, Jordan, Nepal, Philippines, Sri Lanka, Thailand. He has conducted several national and international training courses on National Accounts including at NSSTA

Dr. Kulshreshtha has made significant contributions to the theoretical, applied and more importantly development of official statistics, in particular System of National Accounts during last fifty years. He has published one hundred and five research papers- twenty-three papers on design of experiments and eighty-two papers in the field of national accounts/ official statistics. He has co-authored two books and contributed chapters in books/ international Manuals, Training manuals besides conducting UNSIAP Regional Training Programs on 2008 SNA.

As member of the Advisory Expert Group to the Inter Secretariat Working Group on National Accounts (comprising EUROSTAT, IMF, OECD, UN, and World Bank) who updated the 1993 SNA to 2008 SNA, he contributed agenda paper on ‘Treatment of Informal Sector Financial Activities in SNA’ which was adopted in the System to take care of the situation requirement of developing countries. He advised CSO as Chairman of the ACNS Sub-Committee on SNA to implement 2008 SNA recommendations.

He has been member of Government of India constituted Advisory Committee on National Accounts, Working Group on Producer Price Index, Working Group on 73rd Round NSSO, and NSC Committee on Analytics. He was Co-Chairman of NSC Committee on Real Sector and Chairman of Sub-Committee on Services Sector. He was also Member of Expert Group on Economic Indices of RBI and Chairman of Consultative Committee on Banking Service Price Index of RBI. He is President of the Indian Association for Research in National Income and Wealth (IARNIW) and Patron of Society of Statistics and Computer Applications.

He is recipient of most prestigious Prof. P.V. Sukhatme NATIONAL AWARD IN STATISTICS from MOSPI in 2020; SANKHYIKI BHUSHAN Award from Indian Society of Agricultural Statistics in 2015; and Fellow of National Academy of Agricultural Sciences (FNAAS) in 2019.
